Deliver red-hat-openshift-data-foundation/ceph per site with distinct DR layers: ODF DR for application failover/relocation orchestration where subscription/supportability allows, and Ceph-level RBD/CephFS replication for storage-level data replication where ODF DR is unavailable, alongside performance SLOs and service integrations.

- Coordination with wp-16-business-continuity-and-disaster-recovery is required for replication targets and DR exercises.
Acceptance Criteria
- RBD/RWX/RWO profiles per tier are defined.
- Replication RPO meets business continuity and disaster recovery targets.
- Runbooks explicitly distinguish storage replication from application failover orchestration.
- Fallback paths document what Ceph-level replication covers (data copy and recovery points) and what it does not cover (automated application failover) unless additional orchestration is provided.
