Read the workbench operating model in the portal.
The portal now exposes key Markdown documents from `docs/` so reviewers can inspect workflow, governance, architecture, and IssueOps guidance without leaving the static review surface. These documents may describe historical decisions, contracts, or planned work; they are not a live-state feed.

Each card links to a rendered Markdown page and keeps the source path visible. Authored dates and historical statements are preserved rather than reclassified as current runtime state.
